PVO Bill sails through Senate without debate or objection
The Private Voluntary Organisations Amendment Bill (PVO Bill) has sailed through the Senate without debate or objections from the Senators.
The Senate in Zimbabwe has 80 members (60 drawn from the country’s 10 provinces, 18 are chiefs from the Chief’s Council, while 2 are from persons with disabilities).
The Bill had been restored to the Senate Order paper on Wednesday before being debated on Thursday.
Debate to the Bill was done immediately after the Questions and Answer Session which is usually the highlight of Thursday sittings in the Senate.
It even took less than 40 minutes for the Bill to go through all the stages in the Senate from Second Reading Stage, Committee Stage, Reporting Stage, and Third Reading Stage.
The bill will now be transmitted to the president for signature.
However, the President has the power to reject the Bill in its entirety or send it back to Parliament for correction.
However, This is not the first time the Bill has reached this stage. It was rejected by President Emmerson Mnangagwa in the 9th Parliament and sent back to Parliament.
Below is what the Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi said after the Bill sailed through:
Thank you, Mr. President. I want to thank the Hon. Senators for this day that the Lord has made, whereupon our Parliament has passed the Private Voluntary Organisations Bill that will clean up a lot of issues that were happening within our charity organisations and it is a historic day.
I want to thank all the Hon. Senators. Having said that Mr. President, I move that the Senate do now adjourn.
