PVO Bill receives Non-Adverse Report from Parliamentary Legal Committee #StopThePVOBill

Parliamentary Legal Committee (PLC) has issued a Non-Adverse Report on the Private Voluntary Organisations Amendment Bill (PVO Bill).

A Non-Adverse Report means the proposed law complies with existing laws and is not in conflict with the Constitution.

The report therefore means the Bill is cleared to go to the next stages, which include public hearings, the Second Reading, the Committee Stage, Third Reading, among others.

This was confirmed by Speaker of the National Assembly Jacob Mudenda when he read announcements in the House.

‘’I have also received Non-Adverse Reports from the Parliamentary Legal Committee on the following Bills and Statutory Instruments; The Private Voluntary Amendment Bill [H.B. 2, 2024], Statutory Instrument Numbers. 34, 35, 36, 37, 37A, 43, 44, 45, 46, 47, 48, 49, 50, 51, 53 and 54 of 2024, published in the Government Gazette during the month of March 2024,’’ he said.

Parliament has already published dates for public consultations which are scheduled to start on the 13th of May up to the 17th across the country.

The PVO Bill was reintroduced after President Emmerson Mnangagwa refused to sign it late last year.

However, during his official opening of the 10th Parliament, Mnangagwa indicated that he wanted the law passed as soon as possible.

Meanwhile, the Parliamentary Legal Committee has issued Adverse Reports about 13 Statutory Instruments that were published in the Government gazette.

‘’I have also received Adverse Reports from the Parliamentary Legal Committee on the following Statutory Instruments; Statutory Instrument Numbers. 17, 18, 23 and 24 of 2024, published in the Government Gazette during the month of February 2024 and Statutory Instrument Numbers. 31, 32, 33, 38, 39, 40, 41, 42 and 52 of 2024 published in the Gazette during the month of March,’’ said Mudenda.

An Adverse Report means the proposed law, policy or Statutory Instrument conflicts with existing laws or the constitution.
