The Whistle-Blowers and Witness Protection Bill H.B. 4, 2026 seeks to provide a legal framework for public interest disclosures in both the public and private sectors while protecting whistle-blowers from threats, reprisals and other forms of harm. The Bill also proposes the establishment of a Witness Protection Unit within the National Prosecuting Authority and a programme for the protection of witnesses.
The Bill provides for anonymous disclosures, protection against occupational detriment, personal safety measures and legal remedies for whistle-blowers. It also proposes physical and armed protection, relocation and change of identity for witnesses admitted into the protection programme, while making the unlawful disclosure of information that identifies or compromises a protected witness punishable by up to 25 years imprisonment.
