Parliament to Debate 24 Key Bills in Upcoming Second Session
President Emmerson Mnangagwa expects the Second Session of Zimbabwe’s 10th Parliament to prioritize 24 key Bills before his next State of the Nation Address (SONA). These include 15 new Bills and 9 that lapsed at the end of the First Session but can be reinstated through a motion.
Addressing the nation, the President urged Parliament to expedite the enactment process for the Bills.
“May I preface the legislative segment of my address by highlighting that Parliament has an obligation to expedite the enactment of all Bills that, for one reason or another, remain outstanding from previous Sessions of the August House.
“The list includes Bills relating to: Persons with Disabilities; Administration of Estates Amendment; Civil Aviation Amendment; Death Penalty Abolition; Parks and Wildlife Amendment; Private Voluntary Organisations Amendment; and Mines and Minerals Amendment. Others are the Medical Services Amendment and the Insurance and Pensions Amendment.
“The second category comprises Bills that have come to light since my last address, but which Ministries never forwarded to Parliament. I also challenge Parliamentary Portfolio Committees to engage with the business of Bills that fall under their respective purviews.
“All concerned parties must address these anomalies for the collective good of our nation,” he said.
The new Bills
The 15 new Bills include the Zimbabwe Schools Examination Council Bill, Teaching Professions Council Bill, Occupational Safety and Health Bill, State Services Pensions Bill, Public Service Act Amendment Bill, Rural Electrification Act Amendment, Public Entities Corporate Governance Act Amendment, Pipelines Act Amendment, Legal Practitioners Amendment Bill, Public Interest Disclosure (Protection of Whistleblowers) Bill, Electronic Transactions and Electronic Commerce Bill, Standards Bill, Legal Metrology Bill, Broadcasting Services Amendment Bill, and the Media Practitioners Bill.
