Forget the official theme.
Officially, the 23rd National People’s Conference opening in Chinhoyi is about “From Resolutions to Results: Consolidating Economic Development Towards Vision 2030.”
There will be reports on wheat production, on dams, on NDS2.
However, the real issue isn’t about such.
For the first time since the 2017 extraordinary congress that removed Robert Mugabe, ZANU PF is going into a People’s Conference to decide not policy, but power itself.
Controversial Amendments
Every other conference was about what to do but this one is about who will rule and how.
In Mutare last year, the chant “ED2030” was treated as slogan politics.
Youths in regalia, a few provincial resolutions, nothing binding.
Then July 2026 happened.
The President signed Constitution Amendment No.3 and in three strokes, Zimbabwe’s politics changed.
Presidential terms from 5 to 7 years, the next election pushed from 2028 to 2030, and the President will no longer be elected directly by 6 million voters, but by 280 MPs and 80 Senators sitting together.
Suddenly, the question is no longer “Will ED stay to 2030?”
He is already staying to 2030 by law and so the question is “what happens after 2030?”And the answer will be written in Chinhoyi.
Rewriting The Party
After amending the National Constitution the party has to rewrite itself to match the State.
Godwills Masimirembwa, ZANU PF Harare Chairman, did not hide it this week.
As a Province they already have four resolutions which they want Chinhoyi to pass.
Make the party president’s term 7 years to match the national term; postpone the party’s own elective Congress from 2027 to 2030.
Keep Mnangagwa as First Secretary until then and make him the sole candidate for the parliamentary election after 2030.
This has never been done before.
ZANU PF’s Constitution says it elects its president every five years in line with its Congress which is every five years.
To postpone it by 3 years is to tell everyone aspiring for a position to wait. That is political dynamite.
A People’s Conference is normally an annual talk-shop but this one is being asked to become a constitutional convention.
A Combustible Context
If this was a united party, the special Politburo meeting to approve these changes last week would have lasted 30 minutes.
However, it was cancelled after serious pushback.
That is the fracture everyone in Harare knows but nothing official has been said.
The Mnangagwa faction, through Justice Minister Ziyambi Ziyambi and Patrick Chinamasa, wants to separate the party presidency from the state presidential candidacy, so Mnangagwa can remain party leader even if someone else becomes state candidate.
The other faction says no; they still believe in 2028.
When you cancel a Politburo, you are not cancelling a tea party.
You are admitting you don’t have consensus at the top.
This is why Chinhoyi 2026 will be remembered not for the $6 million raised at the Presidential Ball, not for the 7,000 delegates, not for the ablution blocks built at CUT.
It will be remembered as the conference where ZANU PF stopped arguing about how to win an election, and started arguing about how to avoid them altogether.
