Vice President Constantino Chiwenga did not go to Chinhoyi on 16 October to introduce President Emmerson Mnangagwa only but to indict him.
In a party where speeches are usually an orgy of praise-singing, Chiwenga did something unprecedented: he asked what the coup was for.
“Chii chakaita kuti Second Republic ivepo? Kwaive kugadzirisa zvakaipa zvanga zvichiitika kumashure.
“Hatisi kudzokorora here kuita zvatakambotadza? Ndomubvunzo watinofanira kuzvivunza.”
That Shona sentence, delivered at the 23rd ZANU PF National People’s Conference at Chinhoyi University of Technology, is the most dangerous sentence spoken in ZANU PF since 2017.
To understand Chiwenga’s endgame, we must understand what he was trying to stop in Chinhoyi.
The battle was not about a speech but about three resolutions.
Mnangagwa’s allies wanted and managed to get the Conference to adopt resolutions that included.
Align the ZANU PF constitution with Constitutional Amendment Act No.3 which extends the presidential term from 2028 to 2030.
Move the party’s elective congress from 2027 to 2029 and declare Mnangagwa the sole, uncontested candidate to lead ZANU PF in 2029.
Chiwenga allegedly blocked those resolutions at Politburo level but failed to block them at the Conference. By Saturday 17 October, they were adopted.
So did Chiwenga lose?
As Hopewell Chin’ono correctly observed this week: “General Chiwenga gave a powerful speech that got the media and the country talking, but it earned him nothing, because the very changes he was trying to stop were adopted.”
Christopher Mutsvangwa dismissed him as “a loose bolt in a car engine.”That is the short game.
The long game is different.
Chiwenga’s Chinhoyi speech was not aimed at winning a vote in Chinhoyi but at three audiences outside that hall.
The military and war veterans.
Chiwenga opened by invoking the Chinhoyi Battle of 28 April 1966 – seven ZANLA heroes dying a few kilometres from the venue.
“Our party belongs to the people, never to individuals we are merely temporary custodians… what legacy are we leaving?”
In ZANU PF language, “individuals” and “mazvake mazvake” is code for the new oligarchs.
While he did not mention Kudakwashe Tagwirei by name, everyone in that hall knew the recent elevation of Tagwirei into the Politburo on the same day was what he meant when he warned Zimbabweans should not become “hewers of wood and drawers of water, surviving from the benevolence of a privileged few.”
He has called that class zvigananda before.
He is telling the generals and the veterans: The 2017 coup was not to replace one family business with another.
The constitutionalists and the people
The most calculated line was: “Change must be driven by the people, not imposed from above.
“You may recall, Your Excellency, that the voice of the people is the voice of God.”
That was Mnangagwa’s own 2017 slogan thrown back at him.
Chiwenga is positioning himself not as a coup plotter, but as a constitutionalist.
He did not say “I want to be President” but said: “Are our resolutions truly coming from the people? Do our conferences authentically capture the voices of the grassroots?”
If Mnangagwa’s endgame is to be elected by Parliament in 2030 without a popular vote, Chiwenga’s endgame is to make that process look illegitimate before it happens.
He is creating a record that he objected.
History
Chiwenga knows he was outmanoeuvred when Mnangagwa removed the running mate clause in 2023.
That clause would have made the VP an elected running mate who cannot be fired.
By removing it, Mnangagwa made Chiwenga an appointee who serves at the pleasure of the President.
From that moment, Chiwenga’s legal route to succession died. What is left?
The political route: to be seen as the last general standing who warned the party it was relapsing.
The panic that followed proves the shot landed.
ZBC and Star FM posted his speech, then scrubbed it from their platforms and restricted comments.
If it was a meaningless speech by a “loose bolt”, why delete it? Chiwenga’s endgame is not to win a vote in 2026.
He lost that in Chinhoyi.
His endgame is to ensure that if the Second Republic collapses under the weight of 2030, personal empires, and imposed change, history records that he stood up in Chinhoyi.
It is the defense he never got to make in 2017 because Mugabe never got a trial.
Chiwenga is making sure that when the next reckoning comes, there will be a transcript.
