Parliament did not action 2018 Auditor-General Report
Parliament of Zimbabwe did not do anything on the 2018 Auditor Report. This is following the failure by the Public Accounts Committee (PAC) to table its reports to the house.
PAC is tasked with scrutinising reports from the Auditor General and then report their findings to the House.
The report of the PAC is critical in that it gives recommendations, directions and set timelines on issues raised.
However, the committee could not produce a report for the 2018 auditor general report thereby affecting oversight efforts.
PAC chairperson Brian Dube was answering questions during an interface organised by SAPST. He said the committee did not produce any report from 2018 to 2020.
‘’The previous reports of 2018, unfortunately, had not been actioned because the committee did not table any report. What happens is when the Auditor General presents a report the PAC must sit then interrogate it, make assessments and recommendations, and make directions to the specific ministries and arms of government to act.
‘’For example, you need to indicate in your report as PAC that this matter is referred to ZACC within 90 days. You can indicate that ZRP proceeds to investigate this matter. Or you can say the Perm Sec of this ministry must proceed and recover our vehicles from so and so. Or recover our money from so and so.
‘’So, from 2018 until 2020 no single report had been presented to by the PAC, so there could not have been any action that was taken because the actions are based on the recommendations from the particular committee which is acting,’’ he said.
ZINARA Report has now been tabled
Dube also highlighted that they tabled the ZINARA Report, and they are waiting for their recommendations to be actioned.
‘’And what I can I tell you is now with the first report relating to ZINARA we presented in Parliament. We are waiting for the specific actions, and we will be reviewing them.
‘’We have recommended specific action and most of the actions are to be done within 90 days. And the 90 days have not lapsed,” he said.
