Chivayo’s suppliers Faramatsi, Exquisite Cars fail to supply Govt car tenders

Parliament is set to summon several suppliers who failed to honour government-related tenders denominated in US dollars and the local currency (both RTGS and Zimbabwe Gold).

Among the defaulting suppliers are Faramatsi Motors and Exquisite Car Sales, both of whom have been supplying vehicles for Wicknell Chivayo‘s “philanthropic efforts”.

Faramatsi, which was recently used by Chivayo to supply two Toyota Fortuners to Mambo Dhuterere and his wife, is reported to have failed to supply and deliver unspecified motor vehicles to the Ministry of Home Affairs and Cultural Heritage. The tender was signed on January 17, 2022, and delivery was expected by May 31, 2022.

Exquisite Car Sales, which has also supplied vehicles to Chivayo’s beneficiaries, is struggling to supply and deliver double cab vehicles to the Tobacco Research Board. They signed the contract on May 8, 2024, with a delivery deadline of July 20, 2024, but have reportedly failed to meet it.

However, the list provided by the Ministry of Finance and Economic Development shows that Faramatsi and Exquisite Car Sales are not the only car suppliers in default. Other companies listed include Croco Motors, Paza Buster, Sinotruck, Amtec, and Willowvale Motor Industry.

What makes Faramatsi and Exquisite Car Sales stand out is the apparent prioritisation of Chivayo’s instant commands over fulfilling government tenders.

Chairperson of the Public Accounts Portfolio Committee, Charlton Hwende, writing on his X account, indicated that the companies have been summoned to give explanations.

‘’Beginning this Friday, the Committee will summon representatives of these companies to provide explanations and face scrutiny. There will be no tolerance for mismanagement of taxpayer money,’’ he said.

The issue of undelivered goods from suppliers to the government has been a recurring theme in the Auditor General’s reports over the past decade.

The problem is not limited to a few government departments but cuts across most of them, including local authorities.

Some of the goods in question would have already been paid for in full. To make matters worse, the defaulting companies continue to receive new government tenders.
